The Top State for Talent is a cross-agency initiative to transform how Georgians prepare for and access meaningful careers. Launched by Governor Brian P. Kemp and supported by the General Assembly, this effort focuses on breaking down silos between education and workforce systems, ensuring that every Georgian has access to clear, connected, and high-value pathways, developed in partnership with state agencies, employers, and regional leaders.

It builds on Georgia’s strong economic foundation by aligning talent development with the needs of job creators. From high schools and technical colleges to universities and critical credential training programs, the initiative ensures that every part of the talent pipeline is working together to prepare people—not just for diplomas, but for real opportunity. The Top State for Talent initiative is led by the Governor’s Office of Student Achievement (GOSA)

Third Annual Governor’s Workforce Summit

High Demand Career List

The High Demand Career List, established under Governor Kemp by HB 982, is Georgia’s first unified occupation priority list used by businesses, workforce development, and education agencies. This centralized resource improves efficiency by aligning state resources with current and future workforce needs.  The list reflects current and projected high-demand jobs that offer livable wages and require a postsecondary or industry-recognized credential and/or significant on-the job training. As a key part of the Top State for Talent initiative, the list helps students, jobseekers, parents, and educators make informed career decisions. It also supports Georgia’s growing economy by ensuring that employers have access to the skilled talent they need to thrive.

The High Demand Career List for 2026 has been approved by the State Workforce Development Board as of October 27, 2025. Appeals to this list will be accepted up until 1/1/2026. These lists will become effective 1/1/2026. Appeals and RFI (Requests For Information) may be sent to OWD_Data@tcsg.edu.

High Demand Apprenticeship Program

The High Demand Apprenticeship Program (HDAP) helps Georgia employers invest in their workforce by starting or expanding registered apprenticeship programs (RAPs). As Georgia’s first-ever state-funded apprenticeship initiative, HDAP awards direct funding to employers to offset costs as they hire and train employees in high-demand careers. Apprentices earn a paycheck from day one, gain industry-recognized credentials, and are guaranteed full-time employment upon completing their training. In return, employers benefit from higher retention rates, a more skilled and well-rounded workforce, and employees who’ve mastered their craft. It’s a win for everyone involved.
