About the Workforce Pell Grant Program

As of July 1, 2026, eligible students are able to receive Pell Grants for enrollment in high-quality, short-term educational programs that prepare them for high-skill, high-wage, and in-demand jobs. This new program will help more Americans rapidly enter the workforce with little-to-no student debt while simultaneously strengthening the nation’s talent pipeline.

Program Length	Program offers between 150-599 clock hours of instruction, and at least 8 but no longer than 14 weeks.
Skill Alignment	The state workforce development board — at the direction of the governor — will ensure that programs meet federal and state requirements. Additionally, programs must align with high-skill, high-wage, or in-demand industry sectors and other relevant industry criteria.
Program Accountability	≥ 70% Completion Rate. ≥ 70% Job Placement Rate. Value-Added Test: The value-added earnings metric equals the median earnings of program completers who received federal aid minus 150% of the federal poverty line (FPL) for a single person, adjusted for the institution’s location.
Credential Accreditation Standards	Program leads to a recognized postsecondary credential. Stackable credentials which can be applied to additional certificates or degree programs. Clearly defines and publishes the competencies required to earn the credential. Institution is accredited and has offered instructional programs for one or more years.

The Workforce Pell Grant final rule is intended to expand access to high-quality, short-term training that leads directly to employment. By allowing Pell Grants to support programs lasting as little as 8 to 14 weeks, the policy aims to help students quickly gain skills needed in today’s labor market.

Governors and state workforce boards play a central role in confirming that programs prepare students for high-skill, high-wage, or in-demand occupations. Overall, the initiative is designed to create more flexible, efficient pathways to career success while improving the return on education investments.

What is Workforce Pell?

Workforce Pell is a new federal financial aid program that extends Pell Grant funding to short-term workforce training programs. Prior to this program, Pell Grants were only available to students enrolled in longer-term degree, diploma and certificate programs. In Georgia, the program is overseen by the State Workforce Development Board (SWDB).

Demonstrated financial need via FAFSA (Free Application for Federal Student Aid).
U.S. citizenship or eligible non-citizen status.
Enrollment in an approved Workforce Pell program.

Note: Unlike traditional Pell Grants, students who already have a bachelor’s degree can qualify if they meet the other criteria.

What makes a training program eligible?

Have a track record: the program being submitted for Workforce Pell approval must have been in active operation, in the same format and length in credit/clock and number of weeks., without any curriculum changes over the last 12 months. This requirement exists because the approval process includes verification of actual student completion and employment outcomes, which requires real cohort data. Programs that have not yet enrolled students are not eligible to apply until they have completed one full year of operation.
Align with High-Demand Careers: It must prepare students for a job on Georgia's statewide or regional High-Demand Career List
Be "Stackable & Portable": Credits must count toward higher degrees later (stackable), and the credential must be recognized by at least two distinct local employers (portable). Exceptions: "Terminal" credentials like a Commercial Driver’s License (CDL) are exempt from stacking.
Meet Performance Thresholds: Programs must maintain a 70% student completion rate and a 70% employment placement rate, verified annually.

What is the Value-Added Earnings (VAE) requirement?

VAE is a federal accountability measure designed to ensure that Workforce Pell programs deliver real economic value to students. In simple terms, it asks: do graduates of this program earn enough to justify the cost? The measure is calculated by the U.S. Dept. of Education as the median earnings of graduates one year after completing the program, adjusted for regional cost of living, minus 150% of the federal poverty line. Programs whose graduates do not earn above that threshold may lose eligibility.

The VAE requirement takes effect beginning with the 2029-2030 award year. In the meantime, Georgia reserves the right to apply its own interim cost-to-earnings analysis to ensure programs are on track to meet the standard before it becomes federally required. Institutions should be aware that programs failing the VAE measure may face financial liability for Pell funds disbursed during the award year in which the program failed.

The Application & Approval Process

Who decides if a program is eligible and how does it get approved?

Program eligibility and approval happen in two stages:

First, applications are reviewed to verify that programs meet all state and federal eligibility requirements, including program length, instructional hours, credential type, high demand alignment, and student outcome thresholds. Applications that pass the eligibility review are forwarded to the State Workforce Development Board (SWDB) and the Governor, which makes the final state-level approval. Once the State Workforce Development Board and Governor approve a program and issue a Certification of Approval, the institution submits that certification to the U.S. Department of Education, which makes the final federal determination of eligibility.
After submission, the application enters a review queue. State agency staff will review all components of the application for initial eligibility. If the application is incomplete or does not meet eligibility requirements, the submitter will receive written feedback identifying the specific deficiencies. If the application passes initial review, the submitter will be notified and asked to submit student enrollment data through the secure Georgia Workforce Pell Portal so that the Governor’s Office of Education and Workforce Strategy (GOEWS) can verify the program's employment placement outcomes. Applications that pass both stages are presented to the State Workforce Development Board Workforce Pell Advisory Committee, which meets quarterly, and then to the full State Workforce Development Board and Governor for final approval.

Is program approval a one-time, permanent process?

No. Workforce Pell approval is ongoing. Once approved, programs must continue to meet eligibility requirements every year, including maintaining a 70% student completion rate and a 70% employment placement rate. Institutions must submit updated student enrollment data annually to GOEWS for outcome verification. Program approval also expires when an institution's Program Participation Agreement (PPA) with the U.S. Department of Education expires, at which point the institution must seek recertification. Any material changes to an approved program, including changes to program length, curriculum, delivery method, or credentialing, require the institution to notify TCSG and reapply for approval.

What happens if a program fails to meet requirements?

If a program drops below the 70% benchmarks or misses data deadlines, the SWDB will withdraw approval. The State Workforce Development Board is required to notify the U.S. Dept. of Education and the institution within 15 calendar days of that decision. The program becomes ineligible at the end of the payment period following the date of withdrawal. Institutions may appeal adverse eligibility determinations through the Workforce Pell appeals process. Details on the appeals process are available at www.workforcepellga.com.

Employers play a critical role in the Workforce Pell program and are encouraged to engage early. There are several ways employers can participate. The most direct is working with an eligible institution to validate that a program's curriculum reflects the competencies and skills required for employment in the relevant occupation. This employer validation is a required component of the approval process and must be documented through signed attestations or letters of support.
